While previous studies have examined the role of individual forensic elements such as technology adoption or training programs, there remains a lack of integrative frameworks that explain how multiple practices jointly shape investigation effectiveness. This conceptual paper addresses this gap by developing a model that links forensic procedures, technology application, and training programs to investigation effectiveness, mediated by forensic competency. Drawing on the Resource-Based View (RBV) and Competency-Based Theory (CBT), the framework positions competency as the strategic mechanism through which organizational resources are transformed into reliable, admissible, and timely forensic outcomes. The paper reviews recent empirical evidence highlighting the critical role of procedural rigor, technology integration, and structured training in improving forensic performance. However, it argues that these practices alone are insufficient without competent personnel to enact and integrate them. By conceptualizing competency as a mediator, the model offers a nuanced explanation of why similar resource investments yield different performance results across forensic contexts. The study outlines a future empirical agenda employing Partial Least Squares Structural Equation Modeling (PLS-SEM) to validate the proposed relationships. This conceptual paper develops a framework that positions competency as a mediating construct linking technology integration, organizational culture, and socioeconomic factors to workforce efficiency. Drawing on Socio-Technical Systems Theory and Organizational Learning Theory, the model emphasizes that efficiency outcomes are achieved when technological systems are aligned with supportive cultures and adequate socioeconomic resources, and when employees possess the necessary competencies to translate these enablers into performance. The study adopts a quantitative survey design with stratified random sampling, targeting employees in organizations undergoing digital transformation. Data will be analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS, with measurement model and structural model assessments conducted following established rules of thumb. Expected outcomes include theoretical contributions to performance literature by validating competency as a key mediator, as well as practical implications for managers and policymakers in designing integrated strategies that combine technology, culture, and resource allocation to enhance workforce efficiency. This conceptual paper proposes a framework that integrates service performance, community policing, and technology integration as antecedents of public satisfaction, with trust serving as the central mediating construct. Drawing on Institutional Trust Theory and Expectation-Confirmation Theory, the study argues that operational efficiency, inclusivity, and technological transparency are necessary but not sufficient conditions for sustaining citizen satisfaction. Instead, trust functions as the key mechanism that channels these institutional practices into lasting perceptions of legitimacy and confidence. Service performance is contributed by ensuring responsiveness and professionalism, while community policing enhances inclusivity and citizen engagement. Technology integration adds value by fostering transparency and efficiency; nevertheless, its ultimate effectiveness depends on the degree of institutional trust it generates. The proposed framework positions trust as both an outcome of institutional practices and a mediator that transforms performance and engagement into satisfaction. This paper makes theoretical contributions by combining operational, relational, and technological dimensions within a unified trust-based model of satisfaction. Practical and policy implications include the need for continuous investment in service performance, the institutionalization of community policing programs, and the responsible integration of digital technologies. This study investigates the relationship between citizen trust and satisfaction in the context of smart government services in Malaysia. Data were collected from 251 Malaysians who engaged with government services via Facebook, and the results were analysed using descriptive statistics, correlation, and regression analysis. Findings reveal a significant and positive relationship between trust and citizen satisfaction, suggesting that higher levels of trust lead to greater satisfaction with smart services. The study underscores the importance of transparency, accountability, and security in shaping trust, which in turn drives satisfaction and adoption. This study investigates the influence of personalisation, responsiveness, and ubiquitous connectivity on customer engagement in mobile commerce. Data were collected from 129 Malaysian consumers with mobile shopping experience, and Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed to assess both measurement and structural models. The results reveal that responsiveness and ubiquitous connectivity significantly enhance customer engagement, while personalisation shows no significant effect. These findings challenge traditional assumptions regarding the universality of personalisation as an engagement driver and instead highlight the growing importance of accessibility and timely service in digital commerce. A total of 834 valid survey responses were collected across all states, and the data were analysed using descriptive statistics, reliability testing, correlation, and regression analysis. The findings reveal that both perceived ease of use and awareness have significant positive effects on citizen satisfaction, explaining over 62% of the variance. These results underscore the importance of user-friendly service design and robust awareness campaigns in increasing citizen satisfaction. The study contributes to the growing literature on digital governance by highlighting the centrality of ease of use and awareness in Malaysia’s public sector transformation.
